L’Atlante delle Energie Rinnovabili è stato promosso dalla Provincia di Perugia, nell’ambito del Forum A21dell’Alta Umbria. Il progetto di Agenda 21 per l’Alta Umbria rientra tra le iniziative promosse dalla Regione dell’Umbria – CRIDEA, a favore dell’A21 Regionale. Il Forum in attività fin dal 2002 coinvolge dieci comuni e due Comunità Montane, interessando un territorio di circa 1.634 Kmq con 118.000 abitanti. Obiettivo primario del Forum è di costituire una rete tra le città per la ricerca di approcci e soluzioni innovative nel settore delle politiche ambientali che un singolo Comune potrebbe isolatamente avere difficoltà ad attuare. La metodologia utilizzata per il Forum, vede nel “lavorare insieme” uno strumento prezioso attraverso il quale giungere all’innalzamento della consapevolezza per l’individuazione delle criticità del territorio ed infine per la proposizione di idee, progetti ed azioni condivise da attivare concretamente. Nel tempo la filosofia che ha ispirato il lavoro del Forum si è sempre più consolidata nella costruzione di un Piano Strategico per la sostenibilità dell’Alta Umbria creando attraverso A21, una sorta di “fil rouge” che tenesse insieme iniziative, progetti ed azioni. Anche grazie all’azione di sensibilizzazione di A21, in Alta Umbria all’agosto 2009 nei 10 comuni del Forum, si registrano 152 impianti di fotovoltaico in esercizio ai sensi del DM 19/02/2007, per una potenza complessiva di 1487 kWh.

Atlas of Renewable Energies in Upper Umbria Basin

The renewable energy sector in Europe is developing rapidly in an effort to combat global warming and make a serious contribution to reducing carbon and other greenhouse gas emissions. The project is working under the objectives set by the Energy Policy and new RES Directive of U.E. establishing by 2020 a reduction of energy consumption by 20%, and again in 2020, an increase of 20% of the share of renewables in total energy consumption.

In this context, a number of different technologies to generate renewable energy have emerged and are now beginning to demonstrate their ability to make substantive contributions to meeting agreed targets for emission reduction. For a further deployment, moving towards a mass market is desirable as soon as possible and we believe that initiatives like the Atlas of Renewable Energy can help to increase the awareness and the condition to deliver this. The development and deployment of renewable energy has been shown to: Create jobs, Enhances local economic competitiveness and employment, have a much lower environmental impact.

The “Atlas of Renewable Energies in Alta Umbria Basin” aims to develop a means for disseminating information about renewable energy proliferation and its distribution at local level. It is designed as a resource for policy makers, technicians, landowners, developers, citizens and others interested in furthering the production of electricity from renewable energy sources (RES-e) and renewable energy heating/cooling (RES-H/C), large-scale RE systems for district heating and/or cooling, biofuel production.

The Atlas is based on a territorial review, focused on existing renewable energy plants (photovoltaic, solar thermal, hydroelectric, wind, biomasses, geothermic, etc.), dissemination and research center. In order to facilitate the identification of described sites and to promote the organization of “Renewable energy tour”, Atlas contain all related data and localize these sites on a map.
Furthermore through the map will be possible to get a general framework perspective on the renewable energy status in a certain area. In the Atlas, sites are classified on the basis of energy sources and territorial localization and are introduced by a technical description of plants features and performances. All the information contents illustrate the importance of renewable energy and provide information on the cost-effectiveness of the projects, energy and technical statistics administrative procedures, incentives and environmental impacts.
While the Atlas can help developers and owners gain a better understanding of where the best renewable resource aplication are realized and screen out the less promising realization. This can significantly minimize the cost and time involved in prospecting. The house owner and other private actors, can use the information for a first-cut feasibility analysis of using renewable resources to supply energy power to their homes, farms, and businesses, while policymakers will find it a useful tool for broader planning purposes.
The Renewable Energy Atlas, was born inside the local process of Agenda 21 of Alta Umbria in Italy (as a botton up model).
During 2009, the Atlas of Renewable Energies has become an Official Partner of the Sustainable Energy Europe (SEE) Campaign.
